EvaluCore: Our Story
Zahra and Krystal crossed paths while Zahra was the Director of the Monitoring and Evaluation Unit at the Ministry of Health back in 2014. In need of a short-term consultant with strong analytical and people skills, another programme evaluator and mutual friend recommended Krystal for the job. Ever since then, their professional paths continued to cross and they indirectly worked together on several initiatives through their respective organizations. Over time, a mutual respect for each other’s work ethic, a shared passion for evaluation and data coupled with similar personalities slowly blossomed into friendship.
With the national focus on Vision2030 and the global Sustainable Development Goals intensifying, it became clear that there would be greater interest among organizations to align their services and strengthen their measurement of beneficiary outcomes and impact. Although no longer working directly with government programmes, Krystal and Zahra were both interested in continuing the use of their “data nerd” powers to contribute to national development, and so decided to join forces to offer independent consultant services.
Together they have over 15 years’ experience in programme evaluation (including training), development work, project management, and data management.

Zahra is an evaluator who helps organizations leverage data to assess and increase their desired impact. Through robust evaluation design with efficient and systematic data collection, Zahra helps organizations understand how well they are doing, why their programmes work and identify opportunities for improvements in programme design and monitoring for scalability or replication.

Before starting EvaluCore, Zahra worked for 11 years at the Ministry of Health including as a Director of the Monitoring and Evaluation (M&E) Unit. After a successful career coordinating M&E activity across government and civil society partners for grants from USAID, Global Fund and CDC, she also worked as the M&E specialist for 2 years on an IDB-funded youth development project with The MultiCare Youth Foundation.
Zahra is passionate about influencing social change through the transformative power of data and is currently earning her third degree – a master’s in business administration to twin her strong science background and analytical skills with a deeper understanding of business processes.
Krystal is a programme specialist with experience in the development, management, monitoring and evaluation of programmes. Krystal employs a systematic approach and, through intentional engagement of all stakeholders, consistently assesses the efficacy and value of programmes.

Before starting EvaluCore, Krystal garnered ten years of experience working on programmes in Jamaica and South Florida in the areas of public health and education. Through her work she has collaborated with entities such as the Ministry of Health and Wellness – Jamaica, Clinton Health Access Initiative, Broward House, UNICEF and the Broward County Department of Health.
Krystal has a strong passion for social and community-based programmes. With an educational background in psychology, she understands not only the importance of accurate and consistent data management and assessment but also the key role of behavioural and subjective variables. This understanding serves as the core driver as she engages in each project.
